211 Mr. Molloy asked the Minister for Transport, Energy and Communications whether it is now proposed to convene individual sessions with each interested consortium which was unsuccessfully involved in bidding for the second digital cellular telecommunications licence at which an evaluative matrix will be provided showing the reason the bids were unsuccessful; and if he will make a statement on the matter. Members of the project team and representatives of the consultants to the Department, Andersen Management International, will meet with the unsuccessful applicants for the second GSM licence on 14 and 15 May 1996. At the meetings each applicant will be given an outline of the assessment of their own submissions by reference to the competition evaluation criteria.

I have already made a detailed statement in the House and in particular, on 30 April 1996 on the GSM competition process including the manner in which I am constrained in providing information to unsuccessful applicants.
