194 Mr. M. Kitt asked the Minister for Education whether all one teacher primary schools will be allocated an extra teacher. [11663/96]

The staffing of a national school for a particular year is based on the enrolment of the school on 30 September of the previous year. Existing one teacher schools with an enrolment of less than 28 pupils at 30 September 1995 will remain as one teacher schools in the 1996-97 school year.

I have already indicated that no two teacher school which would have lost a teacher under the staffing schedule will do so. These schools will, therefore, continue to be two teacher schools for the 1996-97 school year.

A one teacher school with more than four standards and which has an enrolment of 29 or more pupils in September 1996 may qualify for the immediate appointment of an additional teacher on grounds of breach of maximum class size guidelines. Applications from schools in this situation should be made to my Department before 1 November 1996.

195 Mr. M. Kitt asked the Minister for Education the number of three-teacher, four-teacher and over four-teacher primary schools in County Galway that will not lose a teacher if the retention figure on the pupil-teacher ratio was reduced by one. [11664/96]

Kitt asked the Minister for Education the primary schools in County Galway and Galway city that will lose a teacher in 1996 based on the enrolment figures on 30 September 1995 and the pupil-teacher ratio; the number of teaching posts that will be lost to each school; the names of the one teacher primary schools in County Galway; if these schools will be allocated a second teacher; if she will reduce the pupil-teacher ratio for primary schools; and if she will make a statement on the matter. [11666/96]

I propose to take Questions Nos. 196 and 197 together. A comprehensive list of all schools which are due to lose posts at the end of the current school year is being finalised within my Department. The list will identify the number of posts to be lost in each school. I expect to be in a position to circulate this list to the Deputy within the next few days.

The names of existing one teacher primary schools in Galway are included in appendix A.

The staffing schedule for 1996-97 is unchanged from that for 1995-96. However, I have already indicated that no two teacher school which would have lost a teacher under the staffing schedule will do so. These schools will, therefore, continue to be two teacher schools for the 1996-97 school year. The names of the schools in Galway affected by my favourable decision in this matter are given in appendix B.

In order for an existing one teacher primary school to qualify for an additional teacher in September 1996 it must have achieved a minimum valid enrolment of 28 pupils in September 1995. Alternatively, an existing one teacher primary school may qualify for an assistant teacher if it is in breach of the maximum class size guideline, or achieves developing school status. Generally, developing school status is achieved if a school increases its enrolment in one year relative to the previous year by a minimum of 25 pupils.

The pupil-teacher ratio is 22.9:1. In the absence of primary school enrolment figures for September 1996 at this stage, it is not possible to ascertain the pupil-teacher ratio for the 1996-97 school year. However, I am confident that measures which I recently announced will assist in reducing the pupil-teacher ratio for the 1996-97 school year. Specifically, the Deputy is probably aware that I have committed myself to implementing the recommendations of the Combat Poverty Agency and the Education Research Centre report on new measures to break the cycle of education disadvantage. One very substantial recommendation which I will be implementing is the allocation of additional teaching resources to the most disadvantaged schools in the primary system, both urban and rural.

Additionally, I am extending the substitute supply panel scheme by an additional 20 teachers from September next. This scheme, which I initiated in 1993, provides cover for teachers on absences of short duration.
