Question:

198 Ms Keogh asked the Minister for Education the reason qualification allowances for specialist teachers are being offered under a productivity clause of the Programme for Competitiveness and Work. [11681/96]

The offer of qualification allowances for specialist teachers included in the package of proposals for agreement on the pay and conditions of teachers under clause 2 (iii) of annex I of the Programme for Competitiveness and Work was made in response to claims from teacher unions for such allowances.

TheProgramme for Competitiveness and Work sets out the terms under which special pay claims in the public service may be processed. These terms require that any agreement reached on claims must have regard to flexibility and change and the contribution to be made by employees to such change and must result in savings and an improved quality of public service.
