286 Mr. Molloy asked the Minister for Transport, Energy and Communications when the consultants' report regarding the GSM licence was finalised; and if he will make a statement on the matter. [11512/96]

The final draft consultants' report which was the final version except for some minor amendments was sent by the consultants to my Department on 18 October 1995. The report was fully finalised on 25 October 1995.

287 Mr. Molloy asked the Minister for Transport, Energy and Communications whether the weighting and other criteria in respect of the awarding of the second GSM licence were set down by the consultancy firm referred to by him in statements made in Dáil Éireann; and if he will make a statement on the matter. [11513/96]

The evaluation criteria laid down for the comparison of applications for the second GSM mobile telephone licence were determined before the announcement of the competition by my Department following consultation with the Department of Finance and advice from a London-based consultancy firm.

The weighting formula used in the evaluation of applications was agreed by the project team following advice by Anderson Management International who were appointed after the announcement of the competition. The weighting formula was finalised before the closing date for receipt of applications.
