Byrne asked the Minister for Social Welfare if his attention has been drawn to the fact that a person (details supplied) in County Wexford made an application for the students' summer jobs scheme, having secured a sponsor who is continuing third-level education and whose application was refused; the reason for the refusal in this instance; if he will reconsider his decision; and if he will make a statement on the matter. Byrne asked the Minister for Social Welfare if his attention has been drawn to the fact that a person (details supplied) in County Wexford was refused for the students' summer jobs scheme in spite of the fact that she is continuing in third level education; the reason for this refusal; if he will reconsider his decision; and if he will make a statement on the matter. It is proposed to take Questions Nos. 100 and 107 together.

The underlying purpose of the scheme is to provide income support for the less well-off third level students who are disqualified from receiving unemployment assistance under the change in social welfare law in 1993 and are unable to obtain summer work.

Priority, therefore, is being given to enabling the maximum number of eligible low income students who have no other means of support to participate within the overall financial allocation for the 1996 scheme.

The persons referred to are not affected by the 1993 bar on students claiming unemployment assistance.
