104 Mr. Kenneally asked the Minister for Social Welfare the reason a person (details supplied) in County Waterford was refused a place on a students' summer jobs scheme in view of the fact that he will be continuing in full-time education in the 1996/1997 academic year and has received grant approval in respect of that year; and if he will make a statement on the matter. It is proposed to take Questions Nos. 104, 105, & 106 together.

The underlying purpose of the scheme is to provide income support for the less well off third level students who are disqualified from receiving unemployment assistance under the change in the social welfare code in 1993 and are unable to obtain summer work.

Priority, therefore, is being given to enabling the maximum number of eligible low income students who have no other means of support to participate within the overall financial allocation for the 1996 scheme. The students referred to are not affected by the 1993 bar on students claiming unemployment assistance.
