Written Answers. - Border Region Industrial Infrastructure.

Question:

49 Mr. B. Smith asked the Minister for Finance the measures, if any, that are available under the Operational Programme for Peace and Reconciliation to improve the industrial infrastructure of the Border region; and if he will make a statement on the matter. [13813/96]

The programme aims to improve the industrial infrastructure of the Border region under two sub-programmes as follows:

Sub-programme 2: Urban and rural regeneration.

Allocation: 12.5 mECU.

Delivery Mechanism: Local authorities are responsible for sub-programme 2(c) — urban and rural regeneration.

ADM Ltd. is responsible for implementing measure 2, communityled development.

This sub-programme involves the promotion of wide-ranging local development and of social and economic regeneration. It covers the improvement of the social and physical environment of the worst affected areas, urban areas, towns, villages and rural areas. Such actions can include: landscaping and clearing of derelict sites; community development and the provision of facilities for small businesses; rural infrastructures; and the development of social and cultural activities, in particular where these are the results of local partnerships implementing integrated local development plans. Measures can also include: training and capacity building for regeneration; pedestrianisation and the provision of parks and playgrounds; and the support for the modernisation of small businesses both in urban and rural areas.

Sub-programme 5: Productive investment and industrial development.

Allocation: 7.5 mECU.

Delivery Mechanism: Measure 1, investment promotion is presently being handled by Department of Finance.

Measure 2, new industrial development services and measure 3, trade development are handled by ADM Ltd.

This initiative aims to enhance existing facilities and to promote productive investment, industrial development and services, particularly the development of SMEs. In recognition of the benefits of closer co-operation between SMEs and larger companies as a motor of growth, specific measures have been implemented to improve the linkage of firms and SMEs and promote local supplier networks. The initiative will also support marketing efforts in SMEs, development strategies to strengthen RTD and interest subsidies through the EIB.
