176 Miss M. Wallace asked the Minister for Agriculture, Food and Forestry if he will review the application of a person (details supplied) in County Cavan for Leader aid who qualifies on all accounts for a grant of £8,000 but who was advised in December 1995 by the Cavan/Monaghan Rural Development Co-operative Society Limited that his grant has not been approved due to the fact that work was substantially completed and that a project can be considered for aid only where the work involved commences after the formal application is acknowledged; if he will accept that the applicant endeavoured to apply for Leader in April 1995 and was referred to the Cavan county enterprise board who were acting in the absence of Leader and this application was formally submitted to Cavan county enterprise board on 20 April 1996 and that this should have been taken as his date of application due to the fact that the county enterprise board subsequently referred him back to Leader and, on 17 October 1995, the Cavan/Monaghan Rural Development Co-operative Society acknowledged that it had received the information from the Cavan county enterprise board and that no work had commenced when the Cavan county enterprise board official inspected the site following the formal application of 20 April 1995; and if he will make a statement on the matter. Under the terms of the operating rules for Leader II a group selected for Leader funding is authorised to implement the measures in the business plan from the date that the formal legal agreement is signed with my Department. The agreement for the implementation of Leader in Counties Cavan and Monaghan was signed with the local group on 2 October 1995. Activity undertaken or work commenced on a project before this date is not eligible for grant aid under Leader. As the person referred to commenced work on his project in August 1995 it is not eligible for Leader funding.

The fact that the person had endeavoured to apply for Leader funding in April 1995 and had submitted an application to the county enterprise board does not alter the situation.
