69 Ms F. Fitzgerald asked the Minister for Health the reason Joyce House has refused to recognise as a legal document a birth certificate in respect of a minor (details supplied) in County Wicklow which issued from its office on 12 March 1990; and the reason it should be necessary for the parents of the child in question to go through a process of proving the sex of their child when it is clearly indicated on the birth certificate. Limerick East): The administration of the registration system is a matter for An t-Ard Chláraitheoir, Registrar-General of Births and Deaths and for local registrars who operate under his general direction.

An t-Árd Chláraitheoir has advised that the Births and Deaths Registration Acts 1863 to 1994 and regulations made under these Acts prescribe the procedures for the registration of births, the issue of certificates and the correction of errors in entries in the registers.
I understand an error occurred in the registration of the birth in question. Certified copies of entries are required to be exact copies of the particulars entered in the register. It would appear from the information furnished by the Deputy that the certificate issued on 12 March 1990 was not a true copy of the event as registered. The prescribed procedures for the correction of the type of error in an entry in the register of births as occurred in this instance requires either the attendance of a qualified informant at the office of the registrar, the completion by him or her of a statutory declaration form in the presence of a peace commissioner or the authority of An t-Árd Chláraitheoir.
An t-Árd Chláraitheoir has advised that the entry in question has been amended to show the true sex of the child and that the parents may now obtain a copy of the amended entry from the Superintendent Registrar's office Joyce House.
