Arising from the Hamilton report, published in 1990, which looked at all aspects of public safety at major public events, music festivals and concerts, the Department of Education published in January this year a Code of Practice for Safety at Outdoor Pop Concerts and other events. While designed for outdoor pop concerts, the code states clearly that the parameters for the good organisation of an indoor pop concert are basically similar to outdoor events.
