Written Answers. - Dublin Transportation Office.

Question:

110 Mr. Broughan asked the Minister for the Environment the administrative structures by which the Dublin Transportation Office and its Director will liaise with the new management of Dublin Corporation; whether the Director will be an Assistant City Manager or whether he/she have an autonomous role with relation to the cities roads, streets and traffic department. [14917/96]

The role and functions of the Dublin Transportation Office, and details of the structure of the office, are provided for in the Dublin Transportation Office (Establishment) Order, 1995 a copy of which was sent to each Member of each House of the Oireachtas and which is also available in the Oireachtas Library. The steering committee of the office includes a representative at senior official level of Dublin Corporation and 11 elected representatives of the corporation have been appointed to the local authority committee of the office. Any additional administrative arrangements for liaison between the Office and Dublin Corporation are matters to be agreed between the two organisations.

In the light of the Government decision to establish the Office of Director of Traffic, a special consultancy study is being undertaken to define the organisational structures required to ensure that the director can fully and effectively discharge his/her functions and that the new unit within Dublin Corporation will have optimum operational capacity, functional independence, and self-financing capability. I expect that the study will be completed in the next two to three months. When it is completed, firm decisions can be made on implementation matters generally, including the precise role and functions of the director vis-à-vis other officials and elected representatives.
