218 Mrs. O'Rourke asked the Minister for Health if he will urgently issue a birth certificate to a person (details supplied) in County Westmeath who has sent all the necessary information for the issue of such a certificate and whose lone parents allowance has been delayed due to the non-receipt of the birth certificate. [15820/96]

Limerick East): The administration for the civil registration system is a matter for the Registrar General of Births, Deaths and Marriages and for local registrars who operate under his general direction. I understand from the Registrar General that he has investigated the circumstances of this birth registration. He has advised that the birth referred to by the Deputy was registered some weeks after the birth in 1990 and a birth certificate was available at that point.

I am informed by the Registrar General that an application for his authority to re-register the birth to include paternity details was received in his office on 14 May 1996. The document furnished lacked certain detail and it was necessary for his office to write to the mother seeking clarification. When the necessary information is received the application will be processed with due despatch.
