Vol. 468 No. 4

Written Answers. - Capital Expenditure.

Brendan Kenneally

Question:

277 Mr. Kenneally asked the Minister for Arts, Culture and the Gaeltacht the amount of capital moneys expended by his Department in each county in each of the years 1994 and 1995 and to date in 1996. [15014/96]

Details of capital moneys expended directly by my Department in each county during 1994, 1995 and for the half year to 30 June 1996 are set out in Table 1 attached. The figures include expenditure by the National Heritage Council for the period to 9 July 1995, as, prior to the establishment of the heritage council as a statutory independent body on 10 July 1995, such payments came directly from my Department's Vote. Also included is expenditure in 1996 by former divisions of the Office of Public Works — the National Monuments and Historic Properties Service — which have now transferred to my Department. I have also included the comparative expenditure for 1994 and 1995, which, while paid out of the Office of Public Works Vote, was in respect of the operations of those heritage divisions which have now transferred.

Details of capital moneys expended by the Waterways Service are listed separately in Table 2 as much of the work carried out by this division overlaps county boundaries.

I should point out that the figures contained in Tables 1 and 2 do not refer to capital expenditure by bodies under the aegis of my Department where such expenditure is not included in my Department's Vote — for arts purposes, for example, through the Arts Council or broadcasting purposes through RTE.
In order to give greater clarity to the overall picture, however, I should also point out that I am responsible for expenditure not only through the Vote of the Department of Arts, Culture and the Gaeltacht — including spending on heritage which prior to this year was channelled through the Office of Public Works Vote — but also for expenditure from EU Structural and INTERREG Funds.
Among significant cultural projects for which substantial funding has been provided or approved by me during the period in question are: Crawford Gallery, Cork, £1.8 million; Galway Theatre Project, £2.3 million; Hawkswell Theatre, Sligo, £0.344 million; Hunt Museum, Limerick, £0.9 million; Longford Theatre, £0.67 million.
Among major projects approved, commenced or completed in the heritage area were: Curvilinear Range Restoration, Botanic Gardens, Dublin, £4.7 million; Boyne Valley Visitor Centre, County Meath, £7.9 million; Kilmainham Gaol Visitor Centre, Dublin, £2.15 million; Purchase of Emo Court, County Laois, £1.5 million; Restoration of the Great Telescope, Birr, County Offaly, £1 million.
EU Structural Funding has also been approved by me for a number of major cultural capital projects in the national cultural institutions, which are not paid for through my Department's Vote, including: Collins Barracks, Dublin (Phase 1), £12 million; and Chester Beatty Library, Dublin, £5.4 million.
Finally, I recently approved funding in principle in excess of £13.3 million in respect of 24 projects under the Cultural Development Incentives Scheme, which is also underpinned by Structural Funding and will be a major source of support particularly aimed at developing arts infrastructure throughout the regions. The projects are located in Counties Donegal, Laois, Offaly, Westmeath, Tipperary, Clare, Kerry, Wexford, Mayo, Dublin, Roscommon, Cork, Galway, Limerick and Waterford.
