305 Mr. Killeen asked the Minister for the Environment his views on a recent report by KPMG, which recommends the inclusion of all visitor accommodation for commercial rates. [15779/96]

Byrne asked the Minister for the Environment if his attention has been drawn to the conclusions of the recently published report on Local Authority Finance (No. 16) which stated that commercial rates should be imposed on farm buildings; the consultations, if any, he has had regarding this matter; his views on these conclusions; and if he will make a statement on the matter. I propose to take Questions Nos. 305, 307, 317 and 376 together.

The report entitledThe Financing of Local Government in Ireland prepared by KPMG Management Consulting sets out the expenditure requirements of local authorities over the coming years and identifies, in a very preliminary way, a range of possible options for new funding arrangements. No decisions have been made on any future funding arrangements or on potential sources of funding, including expansion of the rates base.
