334 Mr. Sargent asked the Minister for the Environment the progress, if any, he has made in drafting regulations under section 35 of the Road Traffic Act, 1994, to restrict the parking of heavy goods vehicles in specified places in view of the fact that section 90 of the Road Traffic Act, 1961, is failing to answer the concerns of householders whose children are endangered by such hazards. It is my intention that comprehensive new traffic and parking regulations will be made under section 35 of the Road Traffic Act, 1994 by the end of October 1996. These regulations will include a provision enabling local authorities to restrict the parking of heavy goods vehicles in specified places.

Pending the making of these regulations, there are provisions under section 90 of the Road Traffic Act, 1961, under which controls on the parking of heavy goods vehicles may be applied through traffic and parking by-laws or temporary by-laws made by the Garda Commissioner, subject to my consent.
