Question:

352 Mr. N. Ahern asked the Minister for the Environment the plans, if any, he has to change traffic speeding fines to an on-the-spot fine system; the difficulties, if any, involved in this respect; and the legislative changes, if any, necessary in this regard; and if he will make a statement on the matter. [15602/96]

Proposals to apply on-the-spot fines to speeding offences, by regulations under section 103 of the Road Traffic Act, 1961, are currently being developed by my Department, in consultation with the Department of Justice and the Garda. It is my intention that the regulations will be made by the end of October.

The Garda will continue to be empowered to initiate court proceedings in relation to any case where an on-the-spot fine is not paid or where it is considered that such an approach is warranted in the light of the alleged offence.
