446 Mr. Haughey asked the Minister for Education if she will recognise the Irish National Flying Club, involving pigeons, as a national governing body of sport; the procedures involved in obtaining official recognition to enable an application for national lottery funding; and if she will make a statement on the matter. [15179/96]

I do not intend to accord recognition as a national governing body of sport to the Irish National Flying Club. The activities of the club would not qualify as "sport" as defined in the European Sports Charter, which stipulates the need for an acceptable level of physical skill and effort before an activity can be recognised as sport or physical recreation.
