547 Mr. B. Smith asked the Minister for Education her priorities in the area of youth affairs during the Irish Presidency of the EU; and if she will make a statement on the matter. [16035/96]

The priority in the area of youth affairs during the Irish Presidency of the European Union will be to highlight the importance of youth work as a planned systematic educational process. Particular emphasis will be placed on the importance of voluntary participation within that process.

In this context the Presidency programme includes a conference of Ministers with responsibility for youth affairs which will take place in Cork from 13-25 November 1996.

The main theme of the conference will be local participation and this theme will provide scope for discussion on a range of issues of concern in the youth area.

The conference will also provide a platform for an update on youth policy developments both at national and European level.
