Question:

376 Mr. Dempsey asked the Minister for the Environment in relation to his reply to Parliamentary Question No. 321 of 25 July if the figures supplied in relation to the numbers of people working as planners in local authorities refer to persons working as planners or persons who have a specific qualification as a planner; the qualification of the persons referred to in his previous answer; the qualifications necessary to be appointed to a position as a planner in a local authority; and if he will make a statement on the matter. [16961/96]

The figures supplied in the reply referred to relate to persons working in the grades listed in the note thereto. The qualifications required for these grades are set out in Table A following.

Table B gives a breakdown of the numbers serving in each grade at 31 December 1995.

TABLE A

Grade

Qualifications (exclusive of requirements with respect to relevant experience which varies from grade to grade)

City/County Planning Officer, Deputy Planning Officer, Senior Planner, Senior Executive Planner

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners

Senior Executive (Planning) Up to and including 30 November 1989

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners or

Hold a recognised Degree or equivalent professional qualification in Architecture or Engineering or in which Economics, Geography or Sociology was taken as a major subject or be eligible by examination for corporate membership of the Planning and Development division of the Royal Institution of Chartered Surveyors or hold the Diploma in Environmental Economics (with Town Planning as a subject in the final year)

Senior Executive (Planning) As and from 1 December 1989

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners or

Have service in a permanent capacity in the office of Senior Executive (Planning), Executive Planner or Assistant Planner in a local authority in the State immediately preceding the latest date for receipt of completed application forms for the office and have served in either capacity continuously from the 1st day of December, 1989.

Executive Planner: Dublin Corporation, Cork Corporation, Fingal County Council, South Dublin County Council and Dún Laoghaire Rathdown County Council

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners or Have service in a permanent capacity in the office of Executive Planner or Assistant Planner in a local authority in the State immediately preceding the latest date for receipt of completed application forms and have served in either capacity continuously from the 1st December, 1984.

Executive Planner (excluding the above)

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners or

Hold a recognised Degree or equivalent professional qualification in Architecture or Engineering or in which Economics, Geography or Sociology was taken as a major subject or be eligible by examination for corporate membership of the Royal Institution of Chartered Surveyors or hold the Diploma in Environmental Economics (with Town Planning as a subject in the final year),

Assistant Planner

Hold a qualification in Town Planning recognised by the Local Appointments Commissioners or

Hold a recognised Degree, or equivalent professional qualification in Architecture or Engineering, or in which Economics, Geography, or Sociology was taken as a major subject or be eligible by examination for corporate membership of the Royal Institution of Chartered Surveyors or be a holder of the Diploma in Environmental Economics (with Town and Country Planning as a subject),

Graduate Planner

This is a local grade occasionally created on a temporary basis to meet short-term needs. National Qualifications have not been declared.
