Question:

646 Mr. H. Byrne asked the Minister for Agriculture, Food and Forestry the progress to date of payment of the rural world premium to farmers in non-disadvantaged areas further to the EU agreement of December 1995; the date of commencement of payments; the numbers eligible; the numbers paid; the amounts of money paid; if he will give these details by county and in tabular form; and if he will make a statement on the matter. Payment of the special top-up in respect of the 1995 ewe premium as agreed in principle at the EU Council meeting in December 1995 and formally adopted by the Council in late July last commenced on 9 August 1996. With a few exceptions all payments that have so far issued were made on that date.

To date almost £5.8 million has been paid to over 9,000 farmers which represents 98 per cent of all applicants in the non-disadvantaged areas. Those cases still unpaid are the subject of ongoing queries and as these are resolved payments will issue without delay where appropriate.

A county by county breakdown of payments is shown on the following table.
