119 Mr. N. Treacy asked the Minister for the Environment if his attention has been drawn to the consequences of recent legislation for landlords and tenants; the effect, if any, this legislation is having on tenants who are applicants for local authority housing; and if he will make a statement on the matter. [17647/96]

I take it that the question relates to the Housing (Registration of Rented Houses) Regulations, 1996. These regulations are intended to help improve conditions generally in the private rented sector by providing information and resources to local authorities to assist their enforcement of the range of statutory requirements, including rent books and standards, applicable to the sector. I consider that the regulations will, over time, lead to improvements in the standard of rented dwellings and benefit tenants in the sector, including those who are applicants for local authority housing.
