On 16 July 1996 I made an order bringing Part V of the Local Government Act, 1991, into operation. Part V, and the associated regulations, provide a new code for boundary alteration, which applies to all categories of local authority, and within which the relevant issues can be considered by the local authorities concerned in a particular case taking account of all relevant factors. Proposals for boundary alteration, whether in line with the electoral revisions for towns implemented in 1994 or otherwise, can now be dealt with under this code. Decisions in relation to the formulation of proposals are reserved functions of the elected members. The new code came into operation on 16 September 1996 and local authorities were notified in advance by circulars dated 22 July and 28 August.
