99 Dr. O'Hanlon asked the Minister for the Environment his views on whether a person with one arm who wishes to drive a car would need to have a car converted for such a purpose; and if he will make a statement on the matter. [20181/96]

The Road Traffic (Licensing of Drivers) Regulations, 1989, lay down the aspects of physical and mental fitness required for the purpose of establishing fitness to drive. Under the terms of these regulations, a person seeking a driving licence or a provisional licence who has a physical disability which is likely to affect his or her ability to drive, must submit a medical report by a registered medical practitioner indicating that person's fitness to drive. In the case of a person with only one arm, such fitness to drive would be limited to a vehicle adapted to suit that physical handicap.
