Paul Bradford

Question:

160 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive a payment which is currently under appeal of the 1995 22 premium. [21243/96]

The herdowner applied for the 22 month special beef premium on eight animals in July 1995. There were inconsistencies between the ages given on that application and on the 10 month special beef premium application for the same animals. The special beef premium unit imposed a penalty on the application. Payment of the 22 month premium was refused. The herdowner has appealed this decision. The evidence put forward by the herdowner in support of his appeal requires detailed examination. This is now being done.

The herdowner will be notified of the outcome of the appeal as soon as his case has been fully examined by the headage and premia appeals unit.

161 Mr. Ring asked the Minister for Agriculture, Food and Forestry when a decision will issue in relation to a 1996 cattle headage premium appeal in respect of persons (details supplied) in County Mayo in view of the fact that the wait is causing financial hardship. [21245/96]

The herdowners sold a number of cattle that had been listed on the headage application form before the expiry of the two months retention period. The local livestock office imposed a penalty and the herdowners appealed this decision. The evidence put forward by the herdowners in support of their appeal requires detailed examination. This is now being done.

The herdowners will be notified of the outcome of the appeal as soon as their case has been fully examined by the headage and premia appeals unit.

Question:

162 Mr. Ring asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will receive a 1996 cattle and sheep headage premium in view of the fact that he is under financial pressure. [21249/96]

Payments have issued to this herdowner in respect of the 1996 cattle and sheep headage schemes on the basis of the 5.44 forage hectares declared on his 1996 area aid form.

The herdowner contacted the area aid unit on 15 October 1996 to include an additional area. Unfortunately the EU regulations preclude the inclusion of additional areas after the 15 May. The area aid unit wrote to the herdowner on 29 October 1996 informing him of this.

163 Mr. B. Smith asked the Minister for Agriculture, Food and Forestry the proposals, if any, he has to provide grant assistance to farmers, particularly small milk quota holders, to upgrade their on-farm dairy facilities; and if he will make a statement on the matter. [21349/96]

A scheme of grant aid operated from September 1994 to October 1996 to provide aid to dairy farmers to bring their on-farm dairying facilities up to the standards required by the Directive 92/46/EEC. The scheme had to be closed when the funding became exhausted. I will consider reintroducing a similar scheme should additional funding become available following the mid-term review of co-financed structural programmes.
