Question:

64 Mr. B. O'Keeffe asked the Minister for the Environment the steps, if any, he will take to ensure that major industries will be required to produce a licence to cover all emissions; and the person who has responsibility for monitoring such emissions. [18974/96]

Integrated pollution control licensing under the Environment Protection Agency Act, 1992, has been commenced for all new activities listed in the First Schedule to the Act. Licensing has also been commenced for a range of established activities and the system is being progressively extended to cover the full schedule of established activities as quickly as possible. Monitoring of IPC licensed activities is a matter for the Environmental Protection Agency.

Pending the extension of IPC licensing, activities are covered, as appropriate, by the licensing provisions of air and water pollution legislation; and by the permitting provisions of relevant waste regulations.
