Question:

215 Mr. M. McDowell asked the Minister for Justice whether she has received representations in respect of the seriously delinquent behaviour of a minority of youths (details supplied) in the Carrigeen area of Clonmel, County Tipperary, and the failure of the Garda Síochána to act in this regard; the steps, if any, she proposes to take to uphold the rights of ordinary citizens in the area; and if she will make a statement on the matter. I received correspondence in this matter on 27 November, 1996. I am informed by the Garda authorities that the person in question reported to the Garda on 13 June 1996 that eggs and stones had been thrown at his door by a youth known to him. Gardaí called to the complainant but he declined to make a statement. The alleged incident was investigated but no one was made amenable.

I am further informed that the Garda have not received any reports in relation to the other incidents alleged by him, i.e., windows being broken and people being abused. I am assured by the Garda authorities that the area concerned receives appropriate attention and that all complaints made are fully investigated.
