Question:

211 Kathleen Lynch asked the Minister for Education the proposals, if any, she has to change the method of selection of vocational teachers in view of the ongoing dispute between the TUI and the IVEA; and if she will make a statement on the matter. [24283/96]

Discussions on the appointment procedures for teachers in the vocational education sector have formed part of the negotiations on the teacher claims being processed under the terms of the Programme for Competitiveness and Work pay agreement which have been conducted under the chairmanship of a facilitator whom I appointed. The facilitator has now issued his proposals in relation to those negotiations which includes proposals in relation to the procedures for appointment of vocational teachers. The facilitator also proposes to allow a further period for the parties to arrive at agreement in the context of his proposals. In the event that agreement is not reached between the parties by 31 January 1997, he considers that it will be necessary for me, as Minister, to consider revised appointment procedures. The facilitator's proposals are acceptable to me and I hope that they will result in agreement between the IVEA and TUI.
