Vol. 473 No. 1

Written Answers. - Youthreach Programme.

Tom Kitt

Question:

244 Mr. T. Kitt asked the Minister for Education if she will make a statement regarding the current dispute between her Department and teachers in Youthreach in respect of clause 6.37 of the Programme for Competitiveness and Work. [24459/96]

Clause 6.37 provides that discussions will be held to review the staffing arrangements for Youthreach. In response to this commitment, my Department commissioned an evaluation of the staffing structure, qualifications profile and employment of the staff in the programme. The report was completed at the beginning of April 1996 and copies were supplied to the relevant interests.

Negotiations on pay and conditions for Youthreach are ongoing between my Department and the union representing instruction staff in the programme. Facilitation and arbitration under the terms of the Government - ICTU Programme for Competitiveness and Work statement of 15 May 1996 has been offered. The union is considering this offer and will be responding shortly.
