Question:

334 Miss Coughlan asked the Minister for Agriculture, Food and Forestry the agreement, if any, he obtained from farming organisations regarding his proposals to cut headage premia in 1997 by introducing a £3,000 ceiling on headage payments, disallowing farmers in receipt of or eligible for a contributory pension from 1 January 1998 and a restriction on farmers in environmentally sensitive areas in making them ineligible for headage payments unless they are part of a REP scheme; and his views in this regard. Discussions have taken place with the farming bodies on proposed changes to the compensatory headage scheme in the context of the new national programme which is expected to be published later this week.
