66 Mr. B. Ahern asked the Tánaiste and Minister for Foreign Affairs if he has raised or intends to raise with the Spanish Government the treatment of Basque prisoners, in particular, their dispersal far from home and relations; and if he will point out that this is at variance with the spirit of the European Convention on the transfer of prisoners. The Convention on the Transfer of Sentenced Persons was signed by Spain on 10 June 1983 and ratified by it on 11 March 1985. All state signatories are obliged to adhere to the convention and to implement its provisions strictly.
