179 Mr. Bell asked the Minister for the Environment the method by which the new funding arrangements for local authorities will be implemented; the stage at which the transfer of moneys from car taxation will be notified and made payable to local authorities; and if he will make a statement on the matter. Legislation to give effect to the new funding arrangements is being drafted at present. Pending enactment of this legislation, interim funding arrangements are in place whereby rate support grant is being paid to local authorities.
