274 Mr. Aylward asked the Minister for Agriculture, Food and Forestry the reason his Department continues to refuse the application by a person (details supplied) in County Carlow for a herd number in view of the fact that he is clearly qualified for such a number. [4460/97]

I understand that the person in question does not at present satisfy the criteria for granting a herd number particularly in regard to independent management and the availability of separate facilities.
