123 Mr. O'Donoghue asked the Minister for the Environment the reason a new sewerage treatment plant in Dingle, County Kerry, which cost in excess of £3 million has failed to treat the effluent from local fish processing factories; if he will seek an explanation from the consultants engaged in planning the scheme; and if he will make a statement on the matter. [5306/97]

The treatment plant in Dingle is designed to cater for a population equivalent of 8,000, which includes a significant provision for pretreated effluent from the fish processing industry. Pre-treatment is a condition of the current discharge licence for the fish processing industry concerned who have been given until September 1997 to comply with this condition. It would not be appropriate, nor was it ever part of the design, for the treatment plant to cater for untreated effluent from the industry at the current levels of discharge.

124 Mr. O'Donoghue asked the Minister for the Environment whether he will sanction a grant for the provision of filtration in the Glen-Ballinskelligs water supply scheme under the small schemes programme, 1997; and if he will make a statement on the matter. [5308/97]

Kerry County Council have submitted a proposal costing £100,000 for the upgrading of this scheme under the small schemes programme. However, it will now be a matter for the county council to decide on small water and sewerage scheme projects locally under the new measures for the devolution of such schemes to local authorities.

I propose to take Questions Nos. 125, 130 and 132 together.

Details of all major water and sewerage schemes to be advanced under my Department's capital work programme in 1997 are set out in the following tables.

Financial allocations are not made on an annual basis to local authorities for the provision of water and sewerage schemes under the main programme; instead payments are made to them on foot of certified expenditure on schemes coming within the work programme for the year. Capital allocations under the new devolved arrangements for group and small public schemes will be notified to local authorities as soon as possible.
