Treacy asked the Minister for Education the reason a commitment given in 1992 in the Programme for Competitiveness and Work to teachers in vocational training opportunity scheme (VTOS) programmes and the prison services to receive the same status, facilities and remuneration as teachers in the formal system has not been honoured; the date on which this will be sanctioned; and if she will make a statement on the matter.
