Written Answers - Ordnance Survey Maps.

Question:

73 Mr. Sargent asked the Minister for Finance the names of the local authorities licensed by the Ordnance Survey Office to reproduce copyright Ordnance Survey maps or sheets for sale directly to the public; the date on which each was licensed by the Ordnance Survey Office; the fees which the licensed local authorities are required to charge for A4 and other size copies of maps or sheets reproduced from Ordnance Survey maps or sheets for sale to the public; the discount, if any, allowed to local authorities in respect of the sale of Ordnance Survey reproduced maps and sheets; the total amount which has remitted annually to the Ordnance Survey Office in connection with sale of reproduced Ordnance Survey material for the past five years from each of the licensed local authorities; and the total amount remitted for the same period by the licensed local authorities in respect of copies of Ordnance Survey maps or sheets reproduced by them for their own use. 74 Mr. Sargent asked the Minister for Finance if local authorities reproducing Ordnance Survey maps or sheets for sale to the public require a licence from the Ordnance Survey Office to do so; the conditions under which a licence or permit is provided by the Ordnance Survey Office; if licensed local authorities are required to affix any identifying stamp, mark or number to Ordnance Survey maps or sheets they reproduce for sale to the public; and if they are required to certify on the reproduced material that it is a true copy of the Ordnance Survey map of sheet from which it has been taken. I propose to take Questions Nos. 73 and 74 together.

Under the terms of an agreement between the County and City Managers' Association and the Ordnance Survey dated 19 July 1993, local authorities may reproduce maps for sale to the general public. Where local authorities choose to avail of this provision of the agreement, they are required to remit a licence fee to the Ordnance Survey in respect of each sale as set out in the schedule under. A sum greater than the figure indicated may be charged by the local authorities to cover the cost of reproduction and handling. The size of any discount offered in respect of map sales is a matter for each local authority. The question of discounts offered to local authorities by the Ordnance Survey does not arise as maps are reproduced from the stock of maps normally held by the local authorities. In general, local authorities do not present themselves as sales agents for Ordnance Survey products.

Local authorities are not required to affix any identifying stamp, mark or number, to a map sold to the public under the agreement, nor are they required to certify that the map sold is a true copy of the original Ordnance Survey map sheet.

Two local authorities have made remittances in respect of map sales over the last five years. The total remitted amounted to £4,167. In the period 1992-96, local authorities paid a total of £1.894 million in licence fees to the Ordnance Survey for the use of its mapping products.
