Question:

44 Kathleen Lynch asked the Minister for Agriculture, Food and Forestry the number of farmers who received payments in respect of setaside in the categories of £1,000 to £10,000, £10,000 to £20,000, £20,000 to £30,000, £30,000 to £40,000, £40,000 to £50,000 and £50,000 plus in 1996; the highest amount received in setaside payment during 1996; the average acreage in respect of which setaside was claimed and owned by those claiming setaside payments; and if he will make a statement on the matter. As part of the measures introduced under the CAP reform, a system of compensatory payments for arable crop producers was introduced in 1993. The system involves arrangements requiring farmers applying for aid on more than 15.13 hectares (37 acres) to put a percentage of their arable land into setaside.

In respect of their setaside in the 1996 harvest, 3,012 farmers received payments of between £1,000 to £10,000, 47 between £10,000 to £20,000 and nine between £20,000 and £30,000. Only one farmer received more than £30,000 viz. £30,085.76, which was the highest payment. In respect of the 1996 harvest, the average area in setaside and the average area being farmed by those claiming setaside were 6.25 hectares — 15.44 acres — and 96.66 hectares — 238.85 acres respectively.
