74 Mr. Davern asked the Minister for Agriculture, Food and Forestry if his attention has been drawn to the substantial decline in tree planting since the start of 1997; and the steps, if any, he is taking to redress this problem. [8424/97]

Based on the level of planting approvals issued, the level of planting this spring may be down by about 10 per cent on the corresponding period last year. It is too early at this stage to determine whether the planning outturn for 1997 as a whole will be down.

The main reason for the decline this spring may be that planters are anticipating higher levels of forest premium following the announcement of an upcoming review of premium levels in Partnership 2000. There may also be competition from other support schemes in certain parts of the country.
The review of premium levels provided for in Partnership 2000 is under way. Where revised rates are called for, as a result of this review, it is my intention that they will apply to all beneficiaries under the current scheme, including those who have already planted. The review will also provide information on the level of competition from other schemes.
