Question:

323 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when outstanding 1996 beef premium payments will issue to a person (details supplied) in County Cork. [9871/97]

The person named lodged a total of five applications under the 1996 EU special beef premium scheme. He was paid £2,380.48 on foot of three of these applications representating an 80 per cent advance in respect of 33 animals — 12 ten month animals and 21 22 month animals.

The person concerned has not yet received his balancing payment of £595.10 nor full payment in respect of the remaining two applications lodged on 28 November 1996 because of the increased levels of checks and controls associated with the land parcel identification system (LPIS). The LPIS involves digitising all land parcels submitted by farmers and its purpose is to provide my Department with a database whereby land parcels being claimed for area aid purposes can be located, identified, and have area values and land use attributed.

My Department is making every effort to have the outstanding problems sorted out with a view to having payment made within two weeks.
