Question:

59 Mr. Callely asked the Minister for Equality and Law Reform the names and addresses of each of the non-established staff in his ministerial and constituency office; the name and address of each other person employed by him and paid by the State, including unestablished officers and special advisers; the relationship, if any, of each aforementioned employee to the Minister and to each of his ministerial colleagues; the length of time in respect of which each such person has been employed by the State; the grade at which they entered the State's employment; the promotion, if any, which each has obtained since first becoming a State employee; the salary which each of them received at the commencement of their employment by the State; their current salary; the expenses, if any, they received in each calendar year since their employment commenced; the location of each of their places of employment; and if he will make a statement on the matter. Details of unestablished civil servants employed in my ministerial and constituency offices, to which I assume the Deputy's question is confined, are as stated in my reply to Question No.77 of 27 June 1995 (Volume 455 columns 108-110). It is not the practice to furnish the address of any staff members.

The information sought as to whether any of the unestablished civil servants covered by section 19 of the Ethics in Public Office Act, 1995, is a relative of the appointing office holder, is contained in statement under subsection (4) of that section, which are available in the Oireachtas Library. In so far as I am aware, none of them is related to any of my ministerial colleagues.

The initial date of appointment of unestablished staff, and commencement basic salaries, is contained in documents laid before both Houses of the Oireachtas under section 19 (4) of the Ethics in Public Office Act, 1995 and is available in the Oireachtas Library. My personal assistant and special adviser were also employed during my previous term of office, in the previous administration from July 1993 and January 1993, respectively, until November 1994. I refer to reply to Parliamentary Question No.513 of 26 January, 1994 (Volume 437, No.6, column 1663-1664). The salaries stated include an increase of £886 in respect of the latter, over his commencement salary in 1993. Current total salary for these staff is unchanged since the Deputy last inquired in that regard — reply to Questions Nos.99 and 100 of 8 April 1997 refers.

The expenses these staff received are included in my reply to Question No.120 of 22 October 1996 (Volume 470 columns 853-854). Additional expenses were incurred to the amount of £1,674 in 1996. In 1997, to date, expenses of £1,370 have been paid. Expenses in 1993 were £446.

None of the above named officers has changed grade or received any promotion since taking up duty.

All of the staff in question are located in the head office of my Department which is based in Dún Aimhirgin, 43-49 Mespil Road, Dublin 4.
