118 Mr. S. Brennan asked the Minister for the Environment if he will have investigations made into the case of persons (details supplied) in Dublin 16 who applied for a first time buyer's grant five years ago but were unable to have it processed due to the absence of the builder's C2; and if he will make a statement on the matter. [10766/97]

There is no record of the receipt of an application for a new house grant from the person named at the address given. The payment of new house grants, in common with other grants by public authorities, including Government Departments, is conditional on certain details being furnished in relation to the C2 or tax clearance certificate of the contractor who built the house. This condition, which is part of the Government's measure to improve tax administration generally, is clearly outlined in my Department's explanatory memorandum which issues to all applicants for new house grants, and I have no power to waive it in particular cases.
