120 Mr. Flood asked the Minister for the Environment whether all houses in estates will benefit from upgrading works, including tenant purchase houses and outright purchased houses when considering approval under section 108 of the Housing Act 1996 of proposals for the limited use by local authorities of internal capital receipts to meet the cost of necessary once-off works to upgrade the houses and the environment of housing estates transferred by Dublin Corporation to South Dublin County Council, further to his reply to Parliamentary Question No. 85 of Wednesday, 12 March 1997, from Deputy Flood; and if he will make a statement on the matter. The use of any internal capital receipts approved under section 108 of the Housing Act, 1966 will be confined to the upgrading of rented houses transferred to South Dublin County Council. The upkeep of purchased dwellings is the responsibility of their owners and, accordingly, the question of using internal capital receipts for works to these houses does not arise. However, these houses will benefit from any environmental upgrading works undertaken in the estates in which they are located.
