Question:

45 Mr. Callely asked the Minister for Finance if he will give details of the programme managers assigned to Ministers and Ministers of State, including the date of the Government decision in relation to the appointment and the terms and conditions of the appointment; whether programme managers were non-established or established staff prior to their appointment; the cost of salaries of programme managers appointed in each of the years from 1991 to date in 1997; and if he will make a statement on the matter. The most up-to-date information available to me is set out in the following schedule. Programme managers were not appointed prior to 1993. The date of the Government decision creating the position was 21 January 1993. None of the programme managers appointed to date was an unestablished civil servant prior to appointment. For all non-civil servants appointed as programme managers, their tenure in the post corresponds to the term of office of the Minister-Minister of State, rather than the Government.
