Question:

111 Mr. O'Donoghue asked the Minister for Justice the total number of gardaí intended to be diverted to the forthcoming U2 concert in the Phoenix Park, Dublin; the areas from which they will be drawn; the cost to the State; the steps, if any, which will be taken to provide adequate policing in those areas from which the gardaí are drawn; the contribution, if any, the organisers will make to the cost; and if she will make a statement on the matter. I understand that planning permission for the proposed U2 concert in the Phoenix Park is still under consideration and there is no certainly at this time that it will in fact take place.

The Garda authorities inform me that in the event of the concert taking place, it will be policed by the Garda Síochána in accordance with a pre-prepared plan that will not in any way detract from the policing of any other area.

112 Mr. O'Donoghue asked the Minister for Justice the total number of gardaí deployed on each shift to police the Temple Bar area in Dublin where local and visiting British youths are terrorising residents and causing injury and damage; and if she will make a statement on the matter. [11648/97]

The Garda authorities are responsible for the detailed allocation of Garda personnel. They have informed me that the Temple Bar area is patrolled on foot by four uniformed members between the hours of 10 a.m. and 3 a.m. the following morning. These patrols are augmented by regular mobile patrols and by units from the divisional task force attached to Pearse Street station. For special events in the area, the Garda authorities inform me that extra resources are deployed. A Garda inspector from Pears Street station has been appointed with responsibility for policing the Temple Bar area and to liaise with the residents and business community. The Temple Bar area is also monitored by the Garda CCTV system from Pears Street station.

The Garda authorities report that in recent months there has been an increase in British tourist frequenting the Temple Bar area, in particular large groups attending parties. The vast majority are well behaved and good humoured and co-operate fully with the Garda. I understand from the Garda authorities that on occasions, some have been cautioned over boisterous behaviour, but there is no evidence to suggest that local youths and visiting tourists are terrorising residents or other members of the public as the Deputy suggests.
I am informed by the Garda authorities that the current Garda strength for Pearse Street District is 308 as of 31 March 1997. The local divisional officer is satisfied with the present policing arrangement for Temple Bar. However, these arrangements are kept under continual review and changes are made as necessary.
