Question:

128 Mr. Callely asked the Minister for Social Welfare the total expenditure by his Department for each of the years 1995 and 1996 on consultants, ministerial programme managers, advisers, contract staff, non-Civil Service staff and public relations contracts; the cost of his phone and mobile phone bills and those of the Minister of State; the cost of photography to his Department; the number of times ministerial air transport was used for this period; if he will give comparative figures for each of the years 1988 and 1989; and if he will make a statement on the matter. For the purposes of this reply, non-Civil Service staff, employed on a contract basis, is taken to refer to advisers, personal assistants, personal secretaries and civilian drivers attached to this Department.

The overall cost to this Department of consultancies carried out, principally to assist in the development of computer systems and to provide analysis of specific organisational issues, was £861,263 in 1988 and £438,997 in 1989. The costs incurred in this area over the period 1990-4 were as follows:

I refer the Deputy to my reply to Question No. 335 on Tuesday, 25 March 1997, the overall consultancy costs for 1996 are included in that reply.
I refer the Deputy to my reply to Question No. 27 on Wednesday, 27 November 1996. The costs for 1995 for the special adviser, personal assistant, personal secretary and the staff of the research unit attached to my office are covered in that reply. The cost of personal ministerial staff in 1988 is also given in that reply.
I refer the Deputy to my reply to Question No. 124 on Thursday, 20 March 1997. The costs for 1996 for the special adviser, personal assistant, personal secretary and the staff of the research unit attached to my office are covered in that reply. The costs of personal ministerial staff in 1989 were £57,165.
The cost of the programme manager was £36,225 in 1995 and £43,440 in 1996.
The costs of non-Civil Service staff, employed on a contract basis, in the office of the Minister of State at my Department, Deputy Durkan, were £40,036 in 1995 and £54,044 in 1996.
The costs furnished refer to salaries and allowances.Employers' PRSI costs and overtimes costs are not included as the corresponding figures are not available for 1988.
My phone costs including land-lines, mobile phone and fax were £2,367 in 1995 and £2,440 in 1996. The phone costs of the Minister of State were £2,403 in 1995 and £2,815 in 1996. Comparative costs for 1988 and 1989 are not available.
The costs of photography for the Department were £15,046 in 1995 and £19,839 in 1996. Comparative costs for 1988 and 1989 are not available.
Ministerial air transport was used four times in 1995 and 23 times in 1996. Comparative figures for 1988 and 1989 are not available but for the Deputy's information, ministerial air transport was used nine times in 1993 and 12 times in 1994. The Deputy may also be interested to know that the overall costs to my Department arising from this parliamentary question and the previous questions to which I have referred are provisionally estimated at £6,000.

129 Mr. Callely asked the Minister for Tourism and Trade the total expenditure by his Department for each of the years 1995 and 1996 on consultants, ministerial programme managers, advisers, contract staff, non-Civil Service staff and public relations contracts; the cost of his phone and mobile phone bills and those of the Minister(s) of State; the cost of photography to his Department; the number of times ministerial air transport was used for this period; if he will give comparative figures for each of the years 1988 and 1989; and if he will make a statement on the matter. My Department was established in January 1993. With regard to the total salary and pay-related costs for 1995 and 1996 of non-civil servants attached to my office, I refer the Deputy to my reply to Question No. 125 on Thursday, 20 March 1997. The total salary and pay-related costs of non-Civil Servants attached to the office of the Minister of State in 1995 and 1996 were £97,494 and £114,233, respectively.

It would require an inordinate amount of time and effort to provide the Deputy with detailed information on expenses incurred by each non-civil servant during 1995 and 1996 and at a resultant level of public expense which I could not consider justified in the circumstances. However, I can confirm that expenses are paid in accordance with the normal Civil Service regulations.
In respect of fees paid by my Department on consultancies, including public relations contracts, I refer the Deputy to my reply to Question No. 94 on Thursday, 10 April 1997.
My Department has paid the following costs in respect of official telephone calls made by the Minister of State and myself:

Expenditure on photography for 1995 and 1996 was £5,546 and £3,449, respectively.
During 1995 and 1996, the Minister of State and myself availed of ministerial air transport 27 times. On a number of occasions we travelled with at least one other Minister.

The total expenditure including salaries, travel and subsistence, in respect of programme managers, advisers, and other contract staff in my office and those in the offices of the Ministers of State in my Department were £277,427 for 1995 and £325,080 for 1996. As regards expenditure on public relations and consultants I refer the Deputy to my replies to his questions of 25 March 1997 Volume 476, No. 7, Col. 1732 and 22 April 1997 Volume 478, No. 1, Cols. 223-4) which deal with these subjects.

It is not practicable to ascertain the additional small element of the Department's main overall telephone costs which are appropriate to the individual Ministers.
The estimated cost of photography for my Department was £9,461 in 1995 and £10,969 in 1996.
The total number of times that Government aircraft was used for ministerial transport by myself and the two Ministers of State at my Department was eight in 1995 and 17 in 1996.
As my Department was only established in 1993, it is not possible to give comparative figures for the years 1988 and 1989.
