Question:

43 Mr. Callely asked the Tánaiste and Minister for Foreign Affairs the total expenditure by his Department for each of the years 1995 and 1996 on consultants, ministerial programme managers, advisers, contract staff, non-Civil Service staff and public relations contracts; the cost of his phone and mobile phone bills and those of the Minister(s) of State; the cost of photography to his Department; the number of times ministerial air transport was used for this period; if he will give comparative figures for each of the years 1988 and 1989; and if he will make a statement on the matter. The salary costs of contract staff in the Department of Foreign Affairs in 1995 and 1996 were as follows:

These costs relate directly to the use of temporary clerical assistants in the Department's passport offices at Cork and Dublin during the peak season and holiday relief cleaners.

There were no contract staff employed at the office of the Tánaiste.
No costs were incurred in either the Department of Foreign Affairs or the office of the Tánaiste in respect of public relations contracts.
With regard to mobile phones, which also serve as car phones and indeed an extension of our office phones when out of the office on official business, the costs incurred by me and the Ministers of State at the Department of Foreign Affairs in 1995 and 1996 are £5,243.93 and £6,083.33 respectively. There were no costs in regard to the use of ministerial mobile phones paid from the Vote of the office of the Tánaiste in the period in question.
Land-line telephone costs are billed centrally in both the Department of Foreign Affairs and office of the Tánaiste and are, therefore, not readily indentifiable.
It is not possible to give a detailed breakdown of expenditure on photography in the Department of Foreign Affairs. In most cases, photography costs are included in the overall project costs and are not accounted for separately. The relevant costs for the office of the Tánaiste in 1995 and 1996 are £540.50 and £877.49 respectively.Comparative costs for 1988 and 1989 are not readily available.
