Éamon Ó Cuív

Question:

300 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when all outstanding livestock grants for 1996 will be paid to a person (details supplied) in County Galway. [12470/97]

The person named applied on three animals under the 1996 cattle headage scheme. However, as he failed to comply with clause 20 of the terms and conditions of this scheme which requires that each producer must have submitted an 1996 area aid application, he is not entitled to any headage grants under this scheme.

The person named applied on two animals under the 1996 suckler cow schemes for non-suppliers of milk. Clause 11 (b) of the terms and conditions of this schemes requires that premium is payable within the individual suckler cow quota limit applicable to the producer. As the person named does not hold a suckler cow quota, he is not eligible for payment of any premium under this scheme.

The person named is not eligible for 1996 extensification premium since he failed to submit a 1996 area aid application.

301 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when all outstanding livestock grants for 1995 and 1996 will be paid to a person (details supplied) in Galway. [12471/97]

The person named applied on nine animals under the 1995 cattle headage scheme. However, as the failed to comply with clause 19 of the terms and conditions governing this scheme which requires that applicants must have submitted an area aid application, she is not entitled to any headage grants under this scheme.

The person named applied on three animals under the 1995 suckler cow scheme for non-suppliers of milk and was paid her full entitlement of £410.10 on 26 April 1996. The EU regulations provide that an applicant under this scheme who fails to submit an area aid application may be paid grants on up to 15 livestock units.

The person named was not entitled to 1995 extenification premium since she failed to submit a 1995 area aid application.

The person named applied on ten animals under the 1996 cattle headage scheme. She was paid her full entitlement of £480.00 on 17 April 1997.

The person named applied on four animals under the 1996 suckler cow scheme for non-sup-pliers of milk. Clause 11 (b) of the terms and conditions governing this scheme requires that premium is payable within the individual suckler cow quota limit applicable to the producer. The person named holds a suckler cow quota for three animals and was paid her full entitlement of £420.69 on 20 February 1997.
The person named will be paid her entitlement under the 1996 extensification premium within the next two weeks.

Austin Deasy

Question:

305 Mr. Deasy asked the Minister for Agriculture, Food and Forestry if he will ensure that payment of 1997 ten month and 22 month beef premia issues to a person (details supplied) in County Waterford on qualifying animals in view of the fact that cards for these animals which were punched as previously paid were not paid for due to the omission of an area aid application in 1996. The person concerned submitted two ten month applications under the 1996 special beef premium scheme, for eight animals on 23 September 1996 and for 34 animals on 15 November 1996. He also submitted three applications under the 1996 22 month special beef premium scheme, for 13 animals on 23 September, for ten animals on 15 November and for eight animals on 27 November 1996.

The person named failed to submit an area aid application for 1996. Under EU regulations he would be entitled to payment on up to 15 livestock units having first taken his milk quota into account. As he had a milk quota of 335,168 gallons representing more than 15 livestock units no premium is payable. Under EU regulations the animals concerned are deemed to have been paid the premium in the age category applied and therefore are not eligible for payment under the same age category in 1997.
