Question:

24 Mr. M. McDowell asked the Minister for Arts, Culture and the Gaeltacht his views on whether the current system in relation to access for art funding is both complex and confusing; if so, the steps, if any, he has to simplify procedures; and if he will make a statement on the matter. [12585/97]

I take it from the Deputy's question that he is referring to the application process which was put in place for capital funding for the arts under the Operational Programme for Tourism, 1994-1999, in particular the cultural development incentives scheme (CDIS). I do not accept that this process was confusing. I am satisfied that all the information requested in the CDIS application form, and the evaluation process for completed applications, was necessary to ensure that high quality sustainable projects which could be put in place within the current round of Structural Funds emerged from the process.

The question of the application process for arts funding from An Chomhairle Ealaíon is a matter for the council.
