Question:

37 Mr. E. O'Keeffe asked the Minister for the Environment the plans, if any, he has to set up a system of pensions for all local public representatives of this State. [12893/97]

A submission from the General Council of County Councils on a pension scheme for councillors is being examined by my Department, in consultation with the Department of Finance, and it would be inappropriate to anticipate the outcome. However, I should make it clear that this is not a simple issue and that there are practical difficulties involved, not least the fact that councillors' existing allowances are paid in respect of expense incurred, rather than a salary or remuneration.
