Allocation of Time: Motion.

I move: That, notwithstanding anything in Standing Orders:

(1) The Dáil shall adjourn not later than 10.30 p.m. tonight;

(2) the Dáil shall sit tomorrow, 11 September 1997, at 10.30 a.m. and shall adjourn not later than 4.45 p.m.;

(3) the motion to restore the Seventeenth Amendment of the Constitution (No. 2) Bill, 1997, to the Order Paper shall be taken today without debate;

(4) the proceedings on the motion relating to the Agreement between the Government of Ireland and the Government of the United Kingdom Establishing the Independent International Commission on Decommissioning shall be taken today and shall be brought to a conclusion within two hours, and the following arrangements shall apply:

(i) the opening speech of the Taoiseach, the Leader of the Fine Gael Party, the Leader of the Labour Party and the Leader of the Democratic Left Party shall not exceed 20 minutes in each case;

(ii) the speech of each other Member called upon shall not exceed ten minutes in each case;

(iii) Members may share time; and

(iv) a Minister or Minister of State shall be called upon to make a speech in reply which shall not exceed 15 minutes;

(5) Subject to the agreement of the motion restoring the Bill to the Order Paper, the Second and Remaining Stages of the Seventeenth Amendment of the Constitution (No. 2) Bill, 1997, shall be taken today and the following arrangements shall apply:

(i) the proceedings on the Second Stage, if not previously concluded, shall be brought to a conclusion within 75 minutes and the contributions shall be as follows:

(a) the opening speech of the Taoiseach, the Leader of the Fine Gael Party and the Leader of the Labour Party shall not exceed 15 minutes in each case;

(b) the speech of each other Member called upon shall not exceed five minutes in each case;

(c) Members may share time; and

(d) the Taoiseach shall be called upon ten minutes before the debate is due to conclude to make a speech in reply;

(ii) the proceedings on the Committee and Remaining Stages, if not previously concluded, shall be brought to a conclusion within 45 minutes by one Question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Taoiseach.

(6) The motion on the Report of the Tribunal of Inquiry (Dunnes Payments) and the motion relating to the establishment of a new tribunal shall be taken today and the following arrangements shall apply:

(i) The motions shall be debated together and the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 4.30 p.m. tomorrow; the separate Questions thereon shall be put from the Chair forthwith and successively;

(ii) the opening speech of the Taoiseach, the Leader of the Fine Gael Party and the Leader of the Labour Party shall not exceed 40 minutes in each case;

(iii) the speech of each other Member called upon shall not exceed 30 minutes in each case;

(iv) Members may share time; and

(v) a Minister or Minister of State shall be called upon not later than 4 p.m. tomorrow to make a speech in reply.
