Written Answers - Chinese Orphans.

Question:

129 Mr. Callely asked the Minister for Foreign Affairs his views on the Chinese authorities' care of Chinese orphans and the disabled; and if he will make a statement on the matter. [14682/97]

The Deputy will be aware that the question of alleged maltreatment of children in Chinese orphanages has received considerable publicity over the past two years and the Government was in contact last year with the Chinese authorities and with international organisations on this issue.

We understand that UNICEF and the government of China have agreed to co-operate on the development of a model institute and staff training programme that would help in the development of appropriate standards within the institutions for childcare, health and safety in China.

Over the past year this programme has begun to identify the orphanages most at risk in 30 provinces, initiate the training of staff and the development of appropriate management standards. In addition a child welfare institute in each province is being upgraded to serve as a model and resource centre for management and staff training.

Irish Aid contributed £40,000 under the NGO co-financing scheme to an NGO active in this field in China.

The Government will continue to give attention to the issue of care for Chinese disabled and orphaned children and is hopeful that the living conditions for such children can be improved.
